Community Access Program


About CAP

The Community Access Program (CAP) is a joint initiative of the federal and provincial governments to help people in communities across Newfoundland and Labrador achieve the economic and social benefits that are available through the worldwide Information Highway. The program is part of Connecting Canadians, a national strategy to make Canada the most electronically connected country on earth.

CAP has provided funding to communities to help establish and operate public Internet access sites. These sites are known as community access centres. There are over 180 rural and urban community access centres in our province. Have a look at the maps for information on the number and location of community access centres we currently have in Newfoundland and Labrador.

The Community Access Program was established in 1995 by Industry Canada and this federal government department continues to offer leadership and resources for CAP through the national Community Access Program.

In late 1998, a federal/provincial agreement was signed in Newfoundland and Labrador which led to the creation of the Canada/Newfoundland and Labrador Community Access Program. The federal government partner in CAP is Industry Canada. CNL-CAP is administered by the provincial government partner, the Department of Education. The CAP Office is located at the Department of Education in St. John’s.
